TERMS OF REFERENCE
San Diego State University is pleased to announce a vacancy for the position of Short-Term Consultant (National)
Supporting the Development of the Three-year (2025-2028) Action Plan to Implement a Quality Assurance (QA) Framework for Early Childhood Education (ECE) Institutions
The salary range for this position is $$2,925 - $3,900 depending upon qualifications and is non-negotiable.
Background
The Government of Georgia (GoG) signed a Loan Agreement (LA) with the World Bank (WB) in June 2018 to finance the Innovation, Inclusion, and Quality Project (I2Q). The objectives of the Project include improving education quality across various levels, with a specific focus on expanding access to preschool education.
The Project consists of five components, with Component 1 dedicated to improving the quality of and access to Early Childhood Education (ECE).
- Subcomponent 1.1: Improving the quality of ECE programs nationwide
- Subcomponent 1.2: Increasing equitable access to preschool education for a successful transition to school
- Subcomponent 1.3: Enhancing infrastructure to support innovative primary and preschool education
San Diego State University Research Foundation (SDSU) is implementing activities over a 43-month period in partnership with the Center for International Education, under the oversight of the ECE Component Lead of the Innovation, Inclusion, and Quality Project (I2Q) – Georgia.
The Objective of the Assignment
The Consultant will support SDSU in developing a three-year (2025-2028) action plan aimed at supporting the implementation of the QA framework for ECE institutions under Component 1 of the project.
Scope of Work
- The Consultant, under the supervision of the SDSU ECE Project’s Key Expert on QA topics, will be responsible for the following:
- Institutional Analysis: Determine the number of ECE institutions expected to undergo the authorization process from 2025-2028 based on comprehensive analysis.
- Supporting Measures for ECE Institutions: Develop a list of key supporting measures and activities to be implemented by the National Center for Educational Quality Enhancement (NCEQE) to assist ECE institutions during 2025-2028.
- Support for Authorization Process Stakeholders: Identify necessary supporting activities for stakeholders involved in the authorization process, including authorization experts, council members, and municipal representatives, for implementation by NCEQE from 2025-2028.
- Areas for Improvement: Identify priority areas for improvement that relevant entities (Parliament, sectoral ministries, municipalities) will need to be addressed during the 2025-2028 period.
Expected Outputs
- A comprehensive list of ECE institutions expected to undergo authorization during the 2025-2028 period, broken down by year.
- A detailed list of supporting measures and activities for NCEQE to assist ECE institutions from 2025-2028.
- A set of recommended supporting activities for key stakeholders in the authorization process.
- Identification of priority areas for improvement to be addressed by relevant government bodies.

- No later than November 30, 2024 Electronically in PDF and Word format in both English and Georgian

Payment Conditions
- The final payment is contingent upon the acceptance of the deliverable by the National Center for Educational Quality Enhancement (EQE). This deliverable will form part of the SDSU ECE Project's Phase 5 submissions, which are expected to be submitted in January 2025, with final approval anticipated by February 2025.
Compensation
- The payment for this assignment is negotiable and will be discussed with the selected candidate based on their qualifications and experience. Any contract extension will be subject to mutual agreement and contingent on completing additional tasks.
Required Qualifications
- A bachelor’s degree in fields such as Law, Education Management, or relevant Social and Political Sciences is required to ensure candidates possess the necessary theoretical foundation. An advanced degree is preferred.
- Up-to-date knowledge of key issues within the Georgian ECE/pre-school system, including the QA framework.
- Experience working with relevant government agencies, educational institutions, and international development partners.
- Excellent communication and reporting skills.
- Fluency in both English and Georgian.
- Proficiency in MS Office (Word, Excel, PowerPoint).
Selection Process
All submitted applications will undergo a thorough evaluation, and a shortlist of candidates will be compiled based on their qualifications and relevant experience. Only those shortlisted candidates will be invited to participate in an interview. The interviews will be conducted via Zoom by a selection jury comprised of representatives and experts from the ECE project. The final selection will be made based on the assessment of the candidate’s interview performance, as well as a comprehensive evaluation of their CV.
Duration of Assignment
The assignment is expected to commence in November 2024 and will last up to two months, concluding by December 30, 2024.
